Season steaks with 1-teaspoon salt and 1/2-teaspoon pepper.
Arrange three bowls: 1) flour seasoned with remaining 1/2-teaspoon salt and remaining 1/2-teaspoon pepper, 2) milk and egg, 3) cracker crumbs. Dredge beef in seasoned flour, then egg wash, finally coat with cracker crumbs. Spray each cutlet evenly with spray oil.
Set the air fryer to 400°F. Working in two batches, place two breaded cutlets in the air fryer; fry 6 minutes. Flip cutlets over; top each with 1/4 of the mushroom and onion mixture, top with two slices of Swiss cheese. Air fry 6 more minutes. Repeat with the remaining 2 cutlets and ingredients.
